Waterloo Housing Authority Family Self-Sufficiency

The goal of our Family Self-Sufficiency (FSS) Program is to assist the unemployed or underemployed by building an escrow account. The FSS Program is an innovative, voluntary program that helps Section 8 program participants make the transition over a five year program from public assistance to productive employment and home ownership so that they may be economically and socially independent.

Waterloo Housing Authority Home Ownership Voucher Program

The Section 8 Home Ownership Program permits eligible participants the option of purchasing a home with their Section 8 assistance instead of renting. A portion of the mortgage is paid directly to the lender.

Iowa Heartland Habitat for Humanity

Habitat for Humanity is a self-help home building program. Families pay for their homes with a zero-interest mortgage that is about 25% of their monthly income. To be approved for Habitat for Humanity Home Ownership:

  • Family must not currently own a home;
  • Must have steady monthly income of no more than 60% of local median income; and
  • Must be willing to help build their own home as well as help with other Habitat homes.

Habitat has been renovating and building new homes in Black Hawk, Butler, and Bremer counties since 1990.
